Reshetnikov reported on Russia's development of a model of return migration
Russia is moving towards a model of return migration for a long period of time. This was announced on September 17 by the head of the Ministry of Economic Development Maxim Reshetnikov during the plenary session of the All-Russian Labor Protection Week on the topic "Platform economy and labor productivity as a response to personnel shortages."
"In recent years, the economy has been growing with abnormally low unemployment. Growth in 2023 and 2024 was more than 4% per year, while unemployment dropped to less than 3% in 2023, and is now 2.2%, but the economy continues to grow. <...> The economy has learned to cope with these constraints related to personnel. This is largely due to the fact that the labor market has changed a lot. At the heart of these changes is the platform economy, which makes it possible to involve labor in various forms much more effectively," TASS quoted Reshetnikov as saying.
Reshetnikov noted that in conditions of labor shortage related to the demographic situation in the country. He said that migrants will be involved to solve the problem of labor shortage, but now migration will be based on the principle of "arrived — earned — left."
He added that in a situation of labor shortage, the emphasis will be on further increasing labor productivity.
Earlier, on September 9, a group of deputies from the Fair Russia – For Truth faction submitted to the State Duma a bill that would ban family members of migrant workers from entering and staying in Russia. The explanatory note stated that such a measure would reduce the migration influx by 15-20% by excluding family members of low-skilled migrants, which would reduce the burden on social infrastructure and budget expenditures on education, health and social security.
