The State Duma denounced the European Convention for the Prevention of Torture

The State Duma, on the initiative of Russian President Vladimir Putin, has terminated the European Convention for the Prevention of Torture. This was announced on September 17 on the website of the lower house of parliament.

"Our country's work in the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment is being blocked by the Council of Europe itself, which has been preventing the election of a new member of the committee from the Russian Federation since December 2023," said Vyacheslav Volodin, Chairman of the State Duma.

During the discussion, the Chairman of the State Duma noted that the decision to denounce the agreement was long overdue. Russia, he said, has long demonstrated "patience and a desire to engage in dialogue."

"The Council of Europe is not just making unfriendly decisions towards our country, but is doing everything to destroy Russia," Volodin said.

He added that Russian legislation effectively ensures the protection of human rights. The explanatory note to the document says that discriminatory circumstances not only violate Russia's representative rights in the European Committee, but also undermine the mechanism established by the European Convention for mutual monitoring of compliance with international obligations in the field of protection from torture and "other inhuman or degrading treatment."

On September 8, Putin submitted to the State Duma a bill denouncing the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. The explanatory note of the law noted that the reason was the blocking by the Council of Europe of the process of electing a new member from Russia.
