Russia and Western countries should discuss the architecture of European security separately from the settlement of the conflict in Ukraine. A European diplomatic source told Izvestia about this on September 16.

"It is necessary to separate security guarantees specifically for Ukraine and what Russia requires — a discussion of the architecture of the entire European security. This will need to be discussed at the right time. It's probably necessary," the source said.

U.S. Vice President Jay Dee Vance said on September 10 that negotiations to resolve the Ukrainian crisis are focused on two main issues — territories and security guarantees. He also added that Kiev wants to be sure that if a peace agreement is reached, the conflict will not happen again.

On September 5, Russian President Vladimir Putin warned that troops potentially stationed on the territory of Ukraine could become a legitimate target of the Russian Armed Forces, and also added that he believes that if a peace agreement is concluded, there will be no need for this.

Earlier, on August 24, Russian Foreign Minister Sergei Lavrov said that in order to reach an agreement on guarantees of Ukraine's security after the conflict ends, Western countries must take into account Russia's basic interests. The minister added that the Russian Federation had launched a special military operation in order to protect Russian-speaking people from the "openly Nazi" regime in Kiev.
