The planned changes in the calculation of scrap collection with the advent of a new criterion related to engine power may affect about 68% of cars imported into Russia. Sergey Tselikov, director of the Autostat analytical agency, told about this in his Telegram channel on September 16.
The draft developed by the Ministry of Industry and Trade assumes the introduction of a new criterion for calculating the size of the scrap yard from November 1 of this year. The existing grace periods for individual importers who carry cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. However, they will only apply to models no more powerful than 160 hp.
According to Tselikov, from January to August, 206.9 thousand new cars no older than three years were immediately imported to Russia, and 68.2% of them immediately had a capacity of 161 hp. Used imports amounted to 274.5 thousand cars, in this segment the new rules for calculating scrap collection would affect 43.7% of passenger cars. The most popular 160 hp models imported into Russia were Geely Monjaro, Toyota RAV4, BMW X3 and X5, as well as Hyundai Palisade and BMW 5 Series.
"There are a lot of non-Russian-Chinese-made cars with up to 160 hp. For example, Japanese models with right-hand drive are actively driving. All kinds of Freed, Fit, Corolla, Stepwgn, Vezel, Yaris, Wish, Note, Jimny, Raize, Roomy, Sienta, Vitz, Axela and more on the list. But these names were learned mainly by residents of the Far East, Siberia ..."— said the expert.
According to Izvestia's calculations, the maximum amount of the estimated new recycling rates for passenger cars older than three years with an engine capacity of more than 3.5 liters and a capacity of more than 500 hp will exceed 10 million rubles.
The day before, the Ministry of Industry and Trade of the Russian Federation announced that the disappearance of the draft decree of the Government of the Russian Federation on changes in the calculation of scrap metal for passenger cars, which was posted on the federal portal of draft regulatory legal acts, was due to a technical malfunction.
