The fine for grazing farm animals without a shepherd and without a leash on unfenced pastures and highways may increase several times. The government Commission on Legislative Activity approved the initiative, subject to revision before submission to the State Duma. This was reported by Vedomosti on September 16, citing its sources.

According to the amendments to Articles 8.26 and 11.21 of the Administrative Code, fines for officials will increase from 500-1000 rubles to 2.5–5 thousand rubles, and for legal entities — from 5-10 thousand rubles to 10-20 thousand rubles. It is proposed to increase fines for grazing animals and driving through highways outside the areas agreed with the owners of the plots from 300 rubles to 2.5 thousand rubles.

According to the statistics of the Ministry of Internal Affairs of the Russian Federation, which is given in the explanatory note to the bill, in 2016, 26 people were killed and 472 injured in accidents related to hitting animals. In 2023, the death toll increased 3.5 times to 92 people, and the number of injured almost doubled to 935 people. The main reason for such accidents is called improper control of farm animals by their owners during grazing.

Vladimir Gruzdev, Chairman of the Russian Bar Association, said that the bill also proposes to strengthen responsibility for other violations, for example, for polluting roadsides or damaging forest stands.

Earlier that day, it was reported that monitoring the availability of valid CTP policies through video cameras in Russia will begin in large cities, federal and major regional highways. According to Evgeny Ufimtsev, president of the Russian Union of Motor Insurers (RSA), the authorities are currently improving the legislative framework in preparation for the inspections.
