Monitoring of CTP from cameras will begin from large cities and federal highways
Monitoring of the availability of valid CTP policies through video cameras in Russia will begin in large cities, federal and major regional highways. This was stated by the president of the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev.
According to Ufimtsev, the authorities are currently improving the legislative framework in preparation for the inspections, RIA Novosti reported on September 16. A bill is being discussed and is being prepared for submission to the State Duma, which involves the imposition of a fine for the absence of CTP when recording from cameras no more than once a day.
Monitoring of CTP in automatic mode is planned to begin in the near future in an experimental mode, the Ministry of Finance of the Russian Federation calculates, and inspections should be launched by November 1 of this year according to the instructions of Russian President Vladimir Putin, the note says.
As Artyom Sheikin, first deputy chairman of the Federation Council Committee on Constitutional Legislation and state Construction, said on the eve, information that cars without a CTP policy will be automatically detected in Russia from November 1 is premature. The issue of detecting cars without a CTP policy in automatic mode is under discussion, there are no official decisions on launching the mechanism yet, he stressed.
On September 9, Kommersant reported that, according to its data, the application of the law will not begin until the autumn of 2026, since the Ministry of Internal Affairs of the Russian Federation needs time to set up its database to check the "avtograzhdanki" of all cars passing under the cameras.
