The European Union (EU) cannot completely restrict the issuance of tourist visas to Russian citizens, as this issue is within the competence of the member States of the community. This was stated on September 15 by European Commissioner for Security and Migration Magnus Brunner during a speech at a conference with Finnish Interior Minister Mari Rantanen, which was broadcast on YouTube.
