The Federation Council denied the start of checking CTP from cameras on November 1.
The issue of detecting cars without a CTP policy in automatic mode is under discussion, there are no official decisions on the launch of the mechanism yet. This was stated by the first deputy chairman of the Federation Council Committee on Constitutional Legislation and state Building Artem Sheikin.
"The information that from November 1 in Russia, the automatic detection of cars without a CTP policy will begin is premature," TASS quoted the senator as saying on September 15.
Earlier in the day, RIA Novosti quoted an expert from the Popular Front. Analytics," auto lawyer Ekaterina Solovyova reported that drivers without a CTP policy will be detected automatically using traffic cameras from November 1.
As Kommersant clarified on September 9, the application of the law will not begin until the autumn of 2026, since the Ministry of Internal Affairs of the Russian Federation needs time to set up its database to check the "avtograzhdanki" of all cars passing under the cameras.
At the same time, it was reported that the government supported a bill that removes the risk of multiple fines for video surveillance of the presence of CTP. The note clarified that the project was supported subject to revision.
