Ukraine has announced a possible budget deficit of $10 billion in 2026.

Ukraine's budget deficit will amount to $10 billion next year. This was announced on September 15 by the head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Daniil Getmantsev.

"The Cabinet estimates the demand for 2026 at $45 billion. Of these, according to the estimates of the Ministry of Finance, $35 billion will be closed, taking into account the transfer balances. In other words, so far $10 billion is not enough for next year," Getmantsev said in an interview with RBC-Ukraine.

At the same time, he refused to call the lack of funds a "hole in the budget."

"I am not saying that there will be a $10 billion hole in the budget — this is currently a gap that is not covered by confirmed guaranteed financing. We are working to find the necessary funds," he added.

Among the possible sources of financing, the MP named annual financial assistance to Germany in the amount of € 9 billion, as well as promises from Norway to provide over $8 billion.

The base scenario of the National Bank of Ukraine provides for receiving external assistance of approximately $35 billion in 2026, and $30 billion in 2027.

On August 25, Norwegian Prime Minister Jonas Gahr Stere promised to allocate $8.5 billion to Ukraine in 2026 as part of the country's long-term support program. On September 13, the Bild newspaper, citing documents from the German Ministry of Defense, reported that Germany would allocate €9 billion to Ukraine in 2026. This is 10.6 billion euros less than requested.
