To lower their guard, scammers encourage victims to call back to unknown numbers, creating the appearance of a call center. This was announced on September 15 by State Duma Deputy Sergei Gavrilov (Communist Party faction).

"This trick is used by scammers to pull a person out of chats and emails into a regular phone call.
