Deputies of the LDPR faction in the State Duma, led by Leonid Slutsky, proposed raising salaries for full-time teachers to at least one and a half average salaries in the region. The relevant bill was sent to the Government's conclusion on September 13, Izvestia found out.
According to the authors of the initiative, this will be an important step in the implementation of the national policy of teacher support, because the guaranteed salary level of one and a half times the average salary in the region meets the social expectations of society. After all, in this way, teachers' salaries will increase even in subjects with low budget potential.
"Many modern schools are being built and opened across the country, but they lack teachers. According to some estimates, about 30 thousand teachers are required. Young teachers are not ready to work for low salaries, which make it impossible to support families. By law, teachers' earnings should correspond to the average salary in the region. In fact, they receive significantly less — salaries of teachers this year turned out to be lower than the minimum wage in almost the entire country. For example, in Adygea, the monthly salary of a teacher is 25 thousand rubles, and in the Jewish Autonomous Region — just over 28 thousand. Here, as they say, comments are unnecessary. As a result, we have empty schools, overloaded teachers who are forced to teach several subjects, and children deprived of a full—fledged education," Slutsky said.
According to him, currently, despite the fact that teachers' salaries in municipal schools cannot legally be lower than the average salary in the region, in practice this does not guarantee decent remuneration due to insufficient funding from regional budgets, uneven distribution of funds for teachers' salaries, and the lack of a clear mechanism for monitoring compliance with the norm on the average salary.
Vladislav Grib, Deputy Secretary of the Public Chamber of Russia, announced on September 12 that teachers who have worked in schools for more than 25 years should be given the right to receive free housing. In addition, he added that it is necessary to establish annual payments to teachers, which they will receive by Teacher's Day.
