The key rate was lowered for the third time in 2025 — the Central Bank of the Russian Federation lowered it to 17% per annum. The relevant information appeared on the agency's website on September 12.

"On September 12, 2025, the Board of Directors of the Bank of Russia decided to reduce the key rate by 100 basis points to 17.00% per annum. The steady indicators of the current price growth have not changed significantly and mostly remain above 4% in annual terms," the statement said.

According to the content of the document, the economy is currently returning to a balanced growth trajectory, and in recent months, the industry has seen increased lending growth.

The Central Bank intends to maintain such conditions in 2026, and further decisions on the key rate will be made depending on the sustainability of the slowdown in inflation and the dynamics of inflation expectations.

On the same day, economist Evgeny Shatov made a forecast according to which the key interest rate in the Russian Federation could fall to 15% by December 2025. He also added that based on the results of his own analysis, it can be concluded that monetary conditions in Russia will gradually soften in the coming quarters.
