The Ministry of Industry and Trade of the Russian Federation proposed to introduce an additional indicator when calculating the recycling fee for passenger cars (M1 category). The base rate will be formed based on the type and volume of the engine, and the engine power will affect the formation of the coefficient on a progressive scale. The ministry's press service told Izvestia about this on September 12.
"At the moment, coefficients for calculating the amount of the recycling fee have been established for passenger cars, depending on the engine volume and year of manufacture. At the same time, high-power vehicles with small engine volumes, including electric vehicles and sequential hybrids, are in increasing demand. In this regard, the calculation of scrap collection based on one indicator — engine volume — is losing relevance," the Ministry of Industry and Trade of the Russian Federation explained.
The draft amendments to the decree of the Government of the Russian Federation, which provides for updating the mechanism for calculating the recycling coefficient, are posted on the federal portal of draft regulatory legal acts. The changes are necessary in the context of new trends in the development of the automotive industry as a whole and the emergence of new high-power power plants in the design of cars, the ministry noted.
For individuals who import a car into the Russian Federation for personal use, it is proposed to maintain preferential coefficients for the most popular categories of vehicles with a capacity of up to 160 hp (3.4 thousand rubles for a new car and 5.2 thousand rubles for a car older than three years). Such models account for about 88% of the total fleet (first registered in the Russian Federation over the past five years). This trend is also relevant for the Far Eastern Federal District regions: more than 95% of right-hand drive vehicles imported last year have a capacity of up to 160 hp and are subject to a preferential coefficient, taking into account the proposed changes, the statement says.
If the changes are approved, they will enter into force on November 1, 2025 and will not affect motorists who have already paid for the recycling of a foreign car according to the current rules before the new norm comes into force, the Ministry of Industry and Trade emphasized.
Earlier, on July 2, the head of the ministry, Anton Alikhanov, said that the Ministry of Industry and Trade considers it necessary to extend recycling to cars imported by individuals into the Russian Federation with engines with a capacity of 160 hp and above. According to him, this measure will attract additional sources of funds that will be used to support car sales.
