Anton Kotyakov was born in 1980 in the city of Kuibyshev (modern Russia). Samara). He received his secondary education at Lyceum No. 135 with an aviation profile. According to the teachers' recollections, the future minister was a responsible student, was fond of basketball and always brought what he started to the end.

After graduation, Kotyakov entered the Samara Economic Academy (modern Samara State University of Economics). In 2002, he received a diploma in economic theory, and in 2011 graduated from the RANEPA Master's degree in administrative and financial law. In 2005, he defended his thesis for the degree of Candidate of Economic Sciences.

In 2001, as a fifth-year student, Kotyakov began working in the Financial Management Department of the Samara Region Administration. Four years later, he joined the Ministry of Finance of the region, where he headed one of the departments. In 2007-2012, he was the head of the Regional Budget Execution and Reporting Department.

In 2012, Kotyakov moved to Moscow, where he was appointed head of the Department for Improving Functional Activities at the Federal Treasury. In 2014-2017, he headed the Ministry of Finance of the capital, and from January to May 2017, he was the Minister of Economy of the Moscow Region.

In the spring of 2017, Kotyakov became Deputy Finance Minister of Russia Anton Siluanov. In this position, he dealt with budget policy issues in the fields of healthcare, education, science, and culture.

In 2020, Kotyakov became the Minister of Labor and Social Protection of Russia. In the spring of 2024, he was reassigned to this position. His responsibilities include improving the working conditions of citizens, protecting their labor rights, supporting employment, and developing the country's social security system.
