How will a single voting day be held in Russia in 2025

Elections of representatives of regional and municipal authorities are held in Russia every autumn. In order for citizens to cast their votes, a single voting day (EGD) is set. This year, elections of various levels will be held in 81 of 89 regions. Russians will choose governors, heads of regional parliaments and local governments. When will the elections be held

Every year, voting takes place in early autumn. For this purpose, the law provides for a single date — the second Sunday in September. In 2025, elections at various levels are scheduled for September 14. But in some regions, voting will last for several days — from the 12th to the 14th.

The decision on the duration of voting is made by the regional election commissions organizing the elections. In this case, the period may not exceed three days. The registration period for candidates at all levels has already ended, applications were accepted until August 15th.

You can find out the names of candidates and the exact dates of voting in your region in your personal account on the Gosuslugi portal and on the website of the Central Election Commission (CEC) of Russia.

Who will be chosen

This year, more than 5,000 election campaigns have been organized, including the elections of governors, heads of regional parliaments and local governments. They are planned in 81 regions of the Russian Federation. No voting will be held in eight regions (Moscow, St. Petersburg, Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions, Kabardino-Balkaria and Ingushetia).

Where will the gubernatorial elections be held

Residents of a number of regions will have to choose top officials in September — heads of republics and governors. A total of 134 candidates were nominated for the election, of which 94 nominees from 11 parties were registered. Most of the candidates are from United Russia, the Liberal Democratic Party, the Communist Party of the Russian Federation and the Just Russia — For Truth party.

Other participants in the election included representatives of the Party of Pensioners, Communists of Russia, New People, Rodina, Greens and the Green Alternative. One self—nominated candidate was also registered, the current head of Chuvashia, Oleg Nikolaev.

Elections of the heads of regions are planned in 21 subjects of the Russian Federation, including:

  • Arkhangelsk, Bryansk, Kaluga, Kostroma, Kursk, Leningrad, Novgorod, Orenburg, Rostov, Sverdlovsk, Tambov, Irkutsk regions;
  • Kamchatka, Krasnodar and Perm Territories;
  • Komi Republic, Tatarstan, Chuvashia,
  • Jewish and Nenets Autonomous Regions;
  • the federal city of Sevastopol.

Direct elections will be held in 20 regions. In one of the subjects, the Nenets Autonomous Okrug, the highest official will be determined in a special order. The head will be elected by the district assembly of deputies on the proposal of the President of Russia.

Elections of deputies of legislative bodies

Legislative assembly elections will be held in 11 regions of Russia. Among them:

  • Belgorod, Voronezh, Kaluga, Kostroma, Kurgan, Magadan, Novosibirsk, Ryazan, Chelyabinsk regions;
  • The Komi Republic.
  • Yamalo-Nenets Autonomous Okrug.

Municipal elections

Also, 25 regions will vote for the heads of municipalities and legislators in city and village councils. The elections will be held in the following regions:

  • Astrakhan, Vladimir, Voronezh, Ivanovo, Kaluga, Kostroma, Lipetsk, Magadan, Nizhny Novgorod, Novosibirsk, Orenburg, Orel, Rostov, Samara, Smolensk, Tambov, Tomsk, Ulyanovsk regions;
  • The Republics of Dagestan, Ingushetia, Komi, Tatarstan, Udmurtia, Chuvashia;
  • Krasnodarskiy kray.

What format will the voting take place in?

Remote electronic voting (DEG) will be available in most regions. This method allows you to vote without using paper ballots. To participate in the DEG, you must submit an application in advance on the Gosuslugi portal. It will be possible to cast your vote on a Single voting Day on the federal platform. vybory.gov.ru .

However, as the chairman of the Central Election Commission of the Russian Federation, Ella Pamfilova, stated during a report on the readiness of election commissions to hold elections, the CEC is in no hurry to abandon the traditional paper format. The head of the Central Election Commission explained that against the background of unprecedented cyber attacks, it is simply necessary to have insurance in the form of paper media.

How to vote in Moscow

In 2025, residents of the regions where elections of senior officials are taking place will be able to vote in Moscow at any convenient polling station. They will be open from 12 to 14 September from 08:00 to 20:00. You only need to have a passport and a printable part of the application from the Gosuslug portal with you — you can bring it in paper form or show it from your phone screen.

The members of the election commission will check the documents and send them to an empty voting terminal. To determine the identity of a citizen in the voter list, you need to attach your passport to the device's scanner. After that, the newsletter will be displayed on the screen. In it, you need to put a check mark next to the candidate's name and click "Vote".

This format is available to residents of 19 regions. The full list is published on the portal mos.ru . Applications for voting were accepted up to and including September 8.

Who can vote

Russian citizens who have turned 18 or will turn 18 before September 14 (inclusive), who are included in the voter list, can participate in voting. The exception is citizens held in places of deprivation of liberty and declared legally incompetent by a court decision.

Only those who are permanently or temporarily registered in the territory of the electoral district where the elections are being held are allowed to participate in the voting procedure. If there is no permanent registration, a temporary one is also suitable, but it must be completed at least 3 months before the voting day.

To vote outside the place of registration, you need to select a polling station in advance through Gosuslugi or MFC.

Earlier, Izvestia reported that about 870,000 Russians applied to participate in online voting in September.
