Maxim Reshetnikov was born in 1979 in Perm. After graduating with honors from a local gymnasium, he entered Perm State University. In 2000, the future minister received a diploma in economics and cybernetics, and two years later, a diploma in linguistics and translation. In his final years, he combined his studies with work at the Forecast company, which specialized in developing software for business intelligence. In 2003, Reshetnikov became a Candidate of Economic Sciences.

Reshetnikov joined the civil service in 2000, when he began working in the administration of the Perm region. At various times, he held the positions of Head of the Budget Revenue and Expenditure Planning Department, Head of the Regional Finance and Investment Department, and Deputy Head of the Main Regional Economic Department.
In 2005, Reshetnikov became the first deputy chairman of the Perm Region Planning Department. In December of the same year, the Perm Region and the Komi-Permyak Autonomous Okrug merged into the Perm Territory, and the politician continued to work in the government of the new subject. From 2006 to 2007, he was the first deputy head of the regional Governor's office.
In 2007, Reshetnikov was appointed Deputy Director of the Department of Inter-Budgetary Relations at the Ministry of Regional Development of Russia in Moscow. Subsequently, he became the head of the Department for monitoring and evaluating the effectiveness of government authorities of the constituent entities of the Russian Federation in the same department.
After two years of work in the capital, Reshetnikov returned to the Perm Region and for several months led the administration of the governor of the region. However, in October 2009, he left for Moscow again, where he was appointed Director of the Department of Public Administration, Regional Development and Local Self-Government of the Government Staff.
In 2010, Reshetnikov was appointed First Deputy Chief of Staff of the mayor and the government of the capital. In 2012-2017, he was a government minister and head of the Moscow Department of Economic Policy and Development. Among his initiatives was the massive demolition of illegal buildings.

In February 2017, Reshetnikov was appointed acting governor of the Perm Region, and in the fall he became the head of the region, gaining more than 82% of the vote in the elections.
During Reshetnikov's tenure as governor, 18,000 private homes were gasified in the Perm Region and the volume of road repairs doubled. In addition, new children's clinics have been opened in the region, more than 5,000 places for schoolchildren and over 3,000 jobs have been created. The transport network was also upgraded.

In January 2020, Reshetnikov became the Minister of Economic Development of Russia. In the same year, he received several more appointments, including special representative of the President of the Russian Federation on trade and economic cooperation with Japan. In addition, Reshetnikov joined the Board of Directors of Russian Railways and Russian Post.
At the beginning of Reshetnikov's work as head of the Ministry of Economic Development, serious crises fell, such as the coronavirus pandemic in 2020 and increased sanctions pressure from Western countries in 2022.
In 2024, after the next Russian presidential election, Reshetnikov retained the post of Minister of Economic Development.
