The Israeli intelligence service Mossad, together with the White House, promised Qatar that there would be no strikes or attacks on the leaders of the Palestinian radical movement Hamas in Doha. This was reported on September 9 by The Washington Post columnist David Ignatius, citing a Qatari official.
According to Ignatius, Qatar asked for a promise not to strike after the IDF Chief of General Staff, Lieutenant General Eyal Zamir, said on August 31 that "the bulk of the ruling Hamas leadership that remained is abroad, and we will get to them."
Ignatius quotes a Qatari official as saying that the strike on Doha "came as a complete surprise."
At the same time, the article notes that Israeli officials announced the participation of the IDF and Israel's internal security service SHABAK in the strike, but not Mossad, which usually plays a key role in covert operations against terrorist groups outside Israel.
Earlier, on September 9, the press service of the Israel Defense Forces (IDF) reported that strikes had been launched against the top leadership of the Hamas movement. The IDF stressed that measures had been taken before the strike to minimize damage to the civilian population. Thus, the strikes were carried out with precision weapons and additional intelligence data was used.
The Palestinian movement later reported that six people were killed in the attack, including the son of Hamas leader Khalil al-Haya and a Qatari officer. The Hamas negotiating team survived.
Later in the day, White House press Secretary Carolyn Leavitt said at a briefing that US President Donald Trump considers Qatar a close ally of the United States. He ordered the need to inform Qatar about the upcoming strike from Israel. The American leader demands the release of the hostages in Gaza and the immediate cessation of hostilities.
