The decrease in purchases by state corporations from small and medium-sized enterprises (SMEs) is due, among other things, to the fact that contracts were signed last year as part of the construction of the Baikal-Amur Mainline (BAM). This was reported to Izvestia on September 10 by the press service of the SME Corporation.

"The difference in the figures for 2024 and 2025 is due to the conclusion in the second quarter of last year of a number of large contracts with small enterprises in the field of construction of facilities related to the infrastructure of the Baikal-Amur Mainline. If we do not take into account the volume of purchases from SMEs for this project, then in seven months [of this year] there would also have been an increase," the SME Corporation explained.

As noted in the press service, there is an active development of small-volume purchases of up to 500 thousand rubles. Procurement procedures for them have been simplified, and for the efficiency of purchases, state-owned companies have begun to use this tool more actively, the scope of which will be clear after the annual reports are posted by customers in February next year.

On September 5, Russian President Vladimir Putin announced that Russia would continue to modernize the BAM and the Trans-Siberian Railway. He noted that in 2032, their carrying capacity should increase by one and a half times than at the beginning of 2025. In addition, the port capacity in the region has actually doubled recently and amounts to almost 380 million tons of cargo per year.
