The expert named ways to increase the energy efficiency of apartment buildings
Energy efficiency of apartment buildings is important for the sustainability of housing and communal infrastructure in Russia. According to Federal Law No. 261-FZ, mandatory equipping with heat and water metering devices is a key step for the rational use of resources. Ilshat Maksyutov, director of Teplokom, told Izvestia on September 10 that such devices help to account for consumption, control leaks and illegal use, and fairly distribute costs among residents.
"The installation of communal and individual heat and water meters is a key element in ensuring the energy efficiency of apartment buildings. These devices allow us to measure resource consumption, detect leaks and unauthorized consumption, and fairly distribute costs among residents," the expert noted.
In addition, modern heating control systems that use data from devices and temperature sensors automatically adjust the heat supply depending on the outside temperature, which minimizes heat loss and reduces costs. Maksyutov added that additional technologies such as balancing valves and modern thermal insulation materials are being introduced, which eliminate problems with heat distribution and reduce heat loss through structures.
The introduction of energy-efficient solutions also brings financial benefits: residents pay only for the resources actually consumed, and management companies can better plan costs. According to the expert, this increases the reliability of engineering systems and reduces the risk of accidents. The integrated use of modern technologies makes apartment buildings more energy efficient, reduces operating costs and increases comfort for residents, contributing to the sustainable development of the housing and communal services sector in Russia.
Sergei Kolunov, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services (United Russia), said on August 27 that residents of apartment buildings do not have the right to independently secure parking spaces in courtyards, and a fine is provided for this. The installation of barriers, chains or other fences entails penalties. In order to allocate a parking space in a legal way, it is necessary to hold a general meeting of the owners, coordinate the installation of fences or the allocation of places, and also obtain the approval of the majority, including the owners of non-residential premises.
