Delivery robots in Moscow may begin to be evacuated to impound lots

The Moscow authorities intend to introduce a number of restrictions and requirements that delivery robots (rovers) operating in the city must meet. This follows from the minutes of the meeting of the Moscow anti-terrorist commission, which was reviewed by Izvestia on September 19. In particular, it is planned to evacuate robots to a parking lot for certain violations.

It is assumed that by the end of 2025, rover explorers will have to equip them with license plates "for fixation by city cameras of photo-video recording." The bodies of robots should have illumination on the sides or retroreflective elements to "ensure visibility at night."

It is expected that the maximum speed of the rovers should not exceed 25 km / h, with mandatory deceleration in the so-called "slow zones". Moreover, they will be able to travel exclusively in the territories designated by the metropolitan transit authority. Stopping the rover for up to 20 minutes is allowed in places where it "will not interfere with the movement of pedestrians and other road users," the minutes of the meeting say.

Operators of delivery robots will need to equip them with devices that transmit telematics data on movement, usage status and speed to a single information system determined by deptrans, as well as, if necessary, transmit information from cameras on the device itself to this system. In addition, they will be required to "provide access to the Department of Transport and Road Infrastructure Development of the city of Moscow or a subordinate organization.".> to the software and hardware complex that controls the rover, for the possibility of stopping the rover's movement."

Delivery robots that do not meet these requirements are planned to be forcibly stopped and evacuated to a parking lot to carry out "the necessary set of measures to identify rovers and their owners and establish their possible involvement in illegal, including terrorist, activities."

These norms can become the legal basis for launching an experimental legal regime (EPR) for delivery robots at the federal level, said Anton Shaparin, vice President of the National Automobile Union. The EPR will determine their place in the urban space, consolidate the duties and responsibilities of owners and operators, as well as the procedure for damage compensation in the event of an accident, he emphasizes.

"The need to identify a robot and the mandatory use of elements that make them visible at night, as well as the possibility of speed limits and a number of other mandatory attributes are logical requirements of the state to maintain security in cities, while maintaining opportunities for the development of robot delivery," Shaparin told Izvestia.

On December 16 last year, it became known that a pilot project was launched on the Russian market to insure delivery robots that transport small loads, parcels, groceries and deliver food from restaurants.
