The US federal agencies responsible for sanctions against Russia are not able to fully assess the effectiveness of the restrictions imposed. This follows from a report by the Congressional Oversight and Finance Office (GAO), published on September 8.
The document notes that the US agencies dealing with sanctions and export control have not set clear and measurable goals for their work, which makes it difficult to objectively assess their success. This limits the ability of the US government to analyze the effectiveness of the restrictions imposed on Russia.
The report says that the Russian economy slowed down in 2022, but there are no deviations from forecasts in 2023-2024.
The Financial Control Department recommended that the agencies set specific goals for the sanctions policy and regularly evaluate their implementation. The Ministries of Commerce and Finance agreed with the recommendations, and the State Department partially supported them.
The report also mentions the statement by US President Donald Trump on August 1 about his intention to impose new sanctions against Russia, despite the recognition that they may not significantly affect the settlement of the crisis in Ukraine. On August 2, the American leader confirmed his readiness to impose new restrictions, noting that the Russian Federation is capable of circumventing sanctions.
Kremlin spokesman Dmitry Peskov, in a conversation with journalist Alexander Yunashev on September 8, said that Ukraine and the European Union (EU) were doing everything possible to impose sanctions on Russia on the United States. According to him, Moscow takes into account the statements of American officials on the issue of anti-Russian sanctions.
