The State Duma proposed to introduce a personalized bank card "Dostoevsky Card" with an annual replenishment of 10 thousand rubles for the purchase of books. On September 7, Vice Speaker of the State Duma Boris Chernyshov from the Liberal Democratic Party sent such a proposal to the head of the Ministry of Culture Olga Lyubimova.

According to the text of the document, which was reviewed by RIA Novosti, they want to implement a similar measure for students aged 14 to 18 years. It is specified that they will be given the opportunity to buy works of Russian and foreign classical literature included in the school curriculum and the golden fund of world literature, as well as works by modern Russian authors who have received positive feedback from the expert community.

In addition, students will be able to spend money on the purchase of historical and popular science literature. However, the document emphasizes that the priority "should remain with domestic publishers."

It is noted that users of the card will not be able to purchase literature that "contains signs of propaganda of non-traditional sexual relations, extremism, violence, cruelty and other information prohibited for distribution to children according to the laws, as well as literature included in the list of extremist materials."

In addition, students are also prohibited from buying "tabloid" literature of "low artistic quality" and books from foreign publishers, with the exception of classical foreign literature translated by Russian publishers.

According to Chernyshov, the implementation of such a measure will be "a significant step in supporting reading among young people, domestic publishers and booksellers, and will also help strengthen the cultural sovereignty of the Russian Federation."
