State Duma deputies have prepared a comprehensive bill that will allow the construction of tourist complexes on the lands of wineries, but in its current form it may lead to the fact that most of the agricultural territory will be given over to heavy infrastructure, Marina Nenarokova, lawyer, CEO of the Natural Code company, warned in a comment to Izvestia.

She noted that lawmakers need to carefully consider the issue of determining the part — the "percentage" — of the site that can be given over to the tourist infrastructure.

"There is also a risk of classifying ordinary recreation facilities, catering facilities, sanitary infrastructure and others as objects of rural tourism. "Rural tourism facilities" are constantly mentioned in the draft law, but there is no list of them, and we have not yet seen the draft. I assume that there should be a document that will establish this list. This has already been done for objects on the lands of the forest fund, recreational facilities," she added.

Otherwise, the expert says, the appearance of restaurants and hotels in the list of rural tourism facilities will only create confusion as to what belongs to rural areas and what to ordinary ones.
