Sberbank named the conditions for the further development of high-tech technologies

For the development of breakthrough technologies in Russia, a comprehensive law on venture capital investments and other government support are needed, said Taras Skvortsov, Deputy Chairman of the Board of Sberbank, at the Strategic Reserve of Courage session.: How to finance mission-critical but untested technologies?" at the X Eastern Economic Forum. Currently, this area is regulated by several different legislative acts, whereas it needs a single law, the speaker stressed.

"We are constantly monitoring what innovations are emerging in the world in order to create our breakthrough disrupt solutions. Sberbank has its own micro-venture market with long-term investments in technology. Our second area is laboratories. When we see a potential promising technology, we explore it, find a team and a customer inside Sberbank. And either we create a solution in our own laboratories, or we cooperate with external startups," Skvortsov said.

According to the participants of the discussion, success in the global technology race requires financing not just innovations, but breakthrough high-tech technologies. As Skvortsov noted, the Russian venture capital investment market of $200 million per year is not comparable to what is being invested in other countries. Ambitious long-term technological projects are impossible without the law on venture investments, which will reduce uncertainty, create transparency and predictability in the Russian market of long-term venture investments.

"The state should ensure a transparent regime for both startups and venture funds. There are relevant laws in advanced countries where venture capital investments are actively developing. It's like there's no such direction in our country. The second important task of the state is to support the infrastructure of venture investments. In the 80s, it was possible to create a phone or computer in the garage. Now all innovations are in digital form, and powerful data centers are needed for a breakthrough," the expert noted.
