Vladimir Kolokoltsev was born in 1961 in Nizhny Lomov, Penza region. He became the second child in a family of workers. The future Interior Minister studied at the local school No. 1, where he was active in sports: he practiced sambo, played volleyball and hockey. In his youth, he was also interested in music, played the guitar, tried to compose poetry and draw.
Nevertheless, Kolokoltsev himself dreamed of becoming a policeman. According to the minister, since childhood he had been reading magazines about the work of law enforcement agencies, which were subscribed to by his godfather Alexander Pchelintsev.
"It turns out that Alexander Vasilyevich gave me a start in police life," Kolokoltsev said.
After graduating from school, Kolokoltsev worked for several months in the Agricultural Machinery association and at the Power of Labor plywood factory in the Nizhnelomovsky district. In 1979, he was drafted into the army and assigned to the border troops on the Soviet-Afghan border. He finished his service with the rank of foreman of the border outpost.
Back in the early 1980s, Kolokoltsev wanted to enroll in the Alma Ata Border Military School, but did not pass the medical examination. From 1985 to 1989, he studied at the Higher Political College named after the 60th Anniversary of the Komsomol of the USSR Ministry of Internal Affairs (sovr. Saint Petersburg Military Institute of the Internal Troops of the National Guard) with a degree in law.
In 2005, Kolokoltsev also defended his doctoral thesis and received a doctorate in law.

Vladimir Kolokoltsev's career in the internal affairs bodies began in 1982, when he joined the police department for the protection of diplomatic missions of foreign states in Moscow. Two years later, he was appointed platoon commander of a separate battalion of the patrol and guard service of the militia Department of Internal Affairs of Gagarin district Executive Committee.
Kolokoltsev had to temporarily interrupt his work in the capital in order to study in Leningrad. However, after his return in 1989, his career skyrocketed. From 1990 to 2007, he held the following positions:
- Senior Commissioner of the 2nd Department of the Criminal Investigation Department of the Moscow Police Department;
- Head of the 108th Moscow police Department;
- Head of the Criminal Investigation Department of the Police Department of the Central Administrative District of Moscow;
- Head of the 4th Regional Department of the Regional Directorate for Combating Organized Crime in Moscow under the Ministry of Internal Affairs of Russia;
- Head of the Regional Operational Search Bureau for the Southeastern Administrative District of Moscow;
- Head of the 3rd Department of the Operational Search Bureau of the Main Directorate of the Ministry of Internal Affairs of Russia for the Central Federal District (CFD);
- Deputy Head of the Operational search Bureau of the Main Directorate of the Ministry of Internal Affairs of Russia in the Central Federal District.
While working in the Moscow police, Kolokoltsev also participated in the creation of the TV series "On the Corner at the Patriarchs" (1995). He provided the film crew with his office and even played a cameo role in the third episode, presenting himself to the audience as an investigator with a mustache.
In 2007, Kolokoltsev became the head of the Department of Internal Affairs in the Orel region. In this position, he achieved outstanding success: in just two years, he managed to neutralize almost all major gangs in the region. In addition, several anti-corruption investigations were conducted against the heads of the region.
In the spring of 2009, a tragedy occurred in the capital's Ostrov supermarket. The head of the Tsaritsyno police department, Major Denis Yevsyukov, opened fire on visitors and staff. As a result, two people were killed and seven others were injured. The case caused a great public outcry, and the head of the Moscow Police Department, Vladimir Pronin, was dismissed. In September, Kolokoltsev took over his position. Under his leadership, the department went through a reform of the Ministry of Internal Affairs, as a result of which the number of employees of the department was reduced, the salary was increased and the pre-Soviet name "police" was returned.

In May 2012, Kolokoltsev was appointed Minister of Internal Affairs of Russia in the government of Dmitry Medvedev. Subsequently, he was re—elected to this post three times - in 2018, 2020 and 2024.
During his time as Interior Minister, Kolokoltsev worked on police reform, strengthening the fight against corruption and drug trafficking, as well as modernizing the country's law enforcement system. In addition, he is a permanent member of the Security Council of the Russian Federation (since 2012), Chairman of the State Anti-Drug Committee (since 2016) and the Government Commission for the Prevention of Offenses (since June 2012). In 2014, he was promoted to the rank of Police General.

Vladimir Kolokoltsev is married, his wife's name is Vera. In 1983, their son Alexander was born, and in 1988— their daughter Ekaterina.
The son of the Kolokoltsev family served in the police for some time, but later abandoned his career in the internal organs. He is currently engaged in entrepreneurship. The minister's daughter graduated from the Faculty of Journalism of the Russian State Pedagogical University and the Faculty of International Relations at MGIMO. After graduation, she worked as a TV presenter on the TVC channel in the program "Healthy Sense". In addition, she owns a family clinic in Moscow and is the founder of the Wonder of the World charitable Foundation.
