The draft law on the "Russian regiment" is fully prepared and coordinated with the necessary federal executive authorities. This was announced on September 5 by Roman Chekushov, State Secretary and Deputy Minister of Industry and Trade of Russia, in the Izvestia studio during the Eastern Economic Forum 2025 (WEF 2025).
"We expect that the bill will be submitted to the State Duma during the autumn session, and we will actively work with the deputies to finalize and bring it to the status of a federal law," he said.
According to the bill, the Russian government will be able to introduce quotas for certain groups of goods for Russian manufacturers and brands. The product itself and the trademark must comply with the requirements of current legislation and belong to the Russian beneficiary. According to Chekushov, this will make it possible to create national brands that are recognizable to the domestic consumer.
"The bill does not restrict our foreign partners in any way. Foreign goods will also be displayed on the shelf in stores and marketplaces. We are only asking for a certain amount of representation of Russian goods in those places that are most accessible to consumers," he concluded.
On August 26, the Ministry of Industry and Trade proposed to introduce mandatory placement of shelves with Russian non-food products in sales halls from March 1, 2026. According to the bill, stores will have to place a minimum proportion of non-food products of domestic production on the shelves.
