The deployment of military personnel from other countries will not help resolve the conflict in Ukraine. This opinion was expressed on September 4 by Kremlin spokesman Dmitry Peskov during the Eastern Economic Forum - 2025 (WEF-2025).

"You cannot guarantee the security of one country (Ukraine — Ed.) by undermining the security of another (Russia — Ed.). In our understanding, this will not help us get closer to resolving the Ukrainian conflict," he said in an interview with RIA Novosti.

According to Peskov, Russia considers the presence of a foreign military contingent in Ukraine as a threat. He stressed that the Russian Federation will do everything necessary to ensure its own security.

"As far as we understand, they are talking about guaranteeing Ukraine's security by [deploying] European forces. <...> Then we will go back to the causes of the conflict. <... So we recognize this as a threat to ourselves — the presence of international forces, or any foreign forces, or forces of NATO countries on Ukrainian soil, near our border," Peskov said.

He added that the main reason for the outbreak of the conflict was NATO's attempt to enter Ukraine, which endangered Russia.

The day before, French President Emmanuel Macron said that 26 states had expressed their willingness to participate in ensuring Ukraine's security after a possible cessation of hostilities. According to the French leader, the contribution of the countries may include the deployment of troops, air and naval support, as well as assistance in the reconstruction of the Ukrainian army.

Later, on September 5, the Courier newspaper reported on Kiev's fragility, even after Paris's promises of readiness to support on land, sea and in the air. Some countries are showing restraint, and pressure on Macron is increasing in France. Poland and Italy have so far ruled out the participation of their armies in the Ukrainian mission.

European Commission President Ursula von der Leyen announced on August 31 that European countries are developing a specific plan for a possible military presence in Ukraine after the conflict ends, which will be fully supported by the capabilities of the United States.
