In Paris, 26 countries confirmed their readiness to support Ukraine on land, sea and in the air. However, behind the loud statements lies the shakiness of the alliance: Germany and other partners are showing restraint, and pressure on President Emmanuel Macron is increasing inside France. This was reported by the Courier newspaper on September 4.

"We are not only willing and able, but also ready," the French leader said, stressing that the allies had pledged to provide Kiev with security guarantees.

However, German Chancellor Friedrich Merz has already called the debate about possible peacekeepers "premature," and German Defense Minister Boris Pistorius rejected the idea of deploying troops in Ukraine. In France itself, political instability also calls into question further funding for defense and military initiatives.

Doubts remain in other capitals: Poland and Italy have so far ruled out the participation of their armies in the Ukrainian mission.

Earlier, on September 5, a coalition of willing parties prepared a plan to create a security strategy for Ukraine. It is to turn Ukraine into a porcupine, a strategy also known as the Israeli or South Korean model. It was noted that the negotiations of the "coalition of willing" are held confidentially behind closed doors.
