The limit on foreign players in the Russian championship from the 2028/29 season will be tightened according to the scheme "10 foreign players in the application, five on the field." Mikhail Degtyarev, Minister of Sports and Head of the Russian Olympic Committee (ROC), spoke about the details of this system in the Izvestia studio at the Eastern Economic Forum 2025 (WEF 2025) on September 4.
"The target is five in the field, 10 in the application, the 28th year. In three years, everyone will be able to calmly prepare, get rid of the ballast in the form of a contract with those who do not show themselves on the field, I mean foreigners. To look after young football players. <... So, those who have more than five should choose our Russian guy, an asterisk, for each legionnaire's place," he said.
Degtyarev stressed that he sees no point in sending a Russian athlete educated in clubs abroad, and taking a foreigner in his place.
"The guy was raised abroad, and someone from abroad took his place. Why are we doing this? I am in favor of competition, but it is regulated and healthy," the minister concluded.
On September 2, it was reported that the Kontinental Hockey League (KHL) changed the rules for the status of players with a Russian passport. Starting from the 2025/26 season, such hockey players will no longer be counted in the foreign players' limit, even if they are not eligible to play for the Russian national teams.
