Russia and China will be able to use their strengths in the future thanks to the development of artificial intelligence (AI). This opinion was expressed on September 4 by He Binquan, Deputy CEO of Alibaba Cloud University and CEO of Taobao's Digital Education analytics department, at the session of the Eastern Economic Forum 2025 (WEF 2025).

"I believe that in the future, China and Russia will be able to use their strengths in the era of artificial intelligence. <...> We have natural geographical advantages to create large centers of computing power," he said, answering a question from Izvestia.

According to Binquan, these centers can be located in Russia, taking into account the geographical advantages and natural conditions for their operation. He noted that computing centers have already been built in China, and in the future, Chinese facilities may interact with Russian centers.

He also noted the importance of integrating the two countries' data, which will become the basis for the development of AI and improved cooperation in other areas, in particular tourism. For example, integration is necessary for Russia's retaliatory cancellation of the visa regime for China. He Binquan stressed that the mutual integration of data and the elimination of inconsistencies in standards will significantly speed up the processes in the field of information technology. He compared this process to railway tracks.

"Yesterday I visited the local railway station. When I was inspecting that railway, I noticed that it was more than 10 cm wider than the Chinese one, and the standards on both sides did not match. In the era of artificial intelligence, if data standards are not agreed upon, many things simply cannot be implemented," the expert said.

In addition, he mentioned that cooperation between Russia and China may include the sharing of computing power and improved interaction in the field of applications, which will make the daily use of technology more convenient for citizens of both countries.

On August 21, Izvestia reported that every fifth (22%) working Russian had bought a subscription to AI services at least once. In addition, 18% of respondents used free versions of neural networks. Slightly less than 17% of respondents expressed a desire to purchase a subscription on a paid basis in the future. The average monthly expenses of Russians for such services amount to 5.7 thousand rubles.
