90% of stores revealed violations in the sale of vapes
Violations in the sale of vapes were detected in 90% of stores. This conclusion was reached in the Healthy Fatherland movement as part of the Antivape research project. The activists checked about 2,000 retail outlets in 52 regions of the Russian Federation.
200 points of sale were checked in the Moscow region, Moscow and the Republic of Tatarstan, about 150 stores in the Komi Republic and Khabarovsk Territory; in Crimea, Sevastopol, Karelia, Bashkiria and the Tyumen region — more than 100. About 50 points were checked in Nizhny Novgorod, Rostov-on-Don and Yaroslavl.
"Violations were detected in 1,812 stores out of 2,000, which is 90.6%. The main ones were: retail sale of nicotine-containing products with display and demonstration of these products; retail sale at a distance of less than 100 meters from the nearest point bordering the territory intended for the provision of educational services; retail sale of liquids for electronic nicotine delivery systems without appropriate labeling; retail sale of sucking tobacco (snus) under the guise of chewing tobacco (clause 8 of art. 19 FZ-15)," says the study, which is available to Izvestia.
According to its authors, as a result of the monitoring, almost 1,000 complaints were sent to the territorial departments of Rospotrebnadzor. Based on them, more than 530 procedural decisions were made against legal entities, including 60 outlets that were closed and 64 judicial decisions on closure are pending, while warnings were issued for the rest.
"Since August 3, the turnover of liquid for vapes without labeling has become criminalized. Strict regulation of the turnover of vapes and electronic cigarettes is a necessary step to protect the health of citizens, especially young people. The new measures, including labeling and increased liability for counterfeiting, will help reduce the illegal market and minimize the availability of dangerous products," Ekaterina Leshchinskaya, chairman of the Healthy Fatherland movement, explained to Izvestia.
She also noted that activists will continue to monitor compliance with the new standards.
On August 11, Rospotrebnadzor banned the sale of vapes and energy drinks under the same brand. The decision was made because such trade violates the norms of the law "On protecting the health of citizens from exposure to ambient tobacco smoke, the effects of tobacco consumption or consumption of nicotine-containing products."
Chairman of the State Duma Vyacheslav Volodin announced on August 23 that the majority of State Duma deputies supported a complete ban on the sale of vapes. According to him, the adoption of the relevant law will take place within the next two months.
