Denis Manturov was born in 1969 in Murmansk. His father Valentin Manturov served as the first secretary of the Murmansk City Komsomol Committee. In 1967, he was appointed consul of the USSR in Bombay, and the Manturov family moved to India. There, the future politician studied at the embassy school.

In 1994, Manturov graduated from the Faculty of Sociology at Moscow State University, and in 1997 he completed postgraduate studies at the same faculty, receiving a PhD in Economics. He completed his doctoral studies at the Moscow Aviation Institute (2000-2002), and in 2006 received his second higher education at the RANEPA with a degree in law. In 2022, Manturov defended his thesis and became a Doctor of Economics.

Denis Manturov — the beginning of his career

Manturov began his career in the 1990s. At that time, he worked for the Russian-Indian company AeroRepcon, which was engaged in air transportation and export of Russian helicopters to Asian countries. In 1996, he also founded the Bell Line Center Stolichny company, which later became one of the main dealers of the Beeline mobile operator.

In the following years, Manturov continued to work in the aircraft industry. In 1998-2000, he was Deputy General Director of the Director of the Ulan-Ude Aviation Plant, and in 2000-2001, Commercial Director of the Mil Moscow Helicopter Plant. In 2001-2003, he served as Deputy Chairman of the State Investment Corporation.

From 2003 to 2007, Manturov was the General Director of the United Industrial Corporation Oboronprom, a subsidiary of Rosoboronexport (which later became part of Rostec). At the same time, he was a member of the board of directors of the Sukhoi Experimental Design Bureau and Kurganmashzavod (in 2004), as well as the Moscow Helicopter Plant and the Kamov Design Bureau (since 2005).

In September 2007, Manturov was appointed Deputy Minister of Industry and Energy of Russia. Viktor Khristenko held the post of head of the department at that time. After the abolition of the Ministry of Industry and Energy in 2008, Manturov became Deputy Minister of Industry and Trade. In his position, he oversaw chemical technology and defense complexes, as well as dealt with customs and tariff policy issues.

In 2012, Manturov became the head of the Ministry of Industry and Trade in the government of Dmitry Medvedev. Subsequently, he was reassigned to this post twice — in 2018 and 2020. During his time as Minister of Industry and Energy, he faced a number of serious challenges, such as the sanctions imposed by Western countries in 2014 after the annexation of Crimea to Russia, the start of large-scale work on technology import substitution, and the coronavirus pandemic.

In July 2022, Manturov was appointed Deputy Prime Minister of Russia. At the same time, he retained the position of head of the Ministry of Industry and Trade. At the same time, he became Deputy chairman of the Military-Industrial Commission (MIC) and chairman of the Board of the MIC.

During this period, he dealt with issues of state policy in the field of industry, state defense orders, military-technical cooperation with other countries, and oversaw the implementation of programs for the development of nuclear, rocket, space, aviation and other strategically important industries. He was also responsible for state policy in the field of civil defense, protection of citizens from emergencies, the development of the GLONASS system and the arrangement of the state border, and supervised the Ural Federal District.

After the announcement of partial mobilization in September 2022, Manturov also headed the interdepartmental commission on the reservation of citizens who are in reserve and working in government agencies.

In addition, in 2022, Manturov became chairman of the Board of Directors of AVTOVAZ, the Board of Trustees of the Advanced Research Foundation and the Supervisory Board of the Rosatom State Corporation. In November of the same year, he also headed the interstate commission on military-economic cooperation of the CSTO.

In May 2024, Manturov was appointed First Deputy Prime Minister of Russia.

Denis Manturov's personal life

Denis Manturov is married to Natalia Manturova. His wife is the chief specialist of the Ministry of Health of the Russian Federation in plastic surgery and the founder of the Lancet clinic. They have two children: daughter Leonela (born in 1995) and son Eugene (born in 1998).

Leonela graduated from the Faculty of Sociology at Moscow State University. In 2022, she played the role of a teacher in the film 1941. Wings over Berlin." Evgeny received a diploma from MGIMO. In 2019, he also became the European champion in practical shooting.
