Mikhail Mishustin was born on March 3, 1966 in Moscow. In childhood and adolescence, the future Prime Minister showed an interest in exact sciences and was actively involved in sports, in particular hockey. This was facilitated by the hobbies of his father, Vladimir Moiseevich, a security officer at Sheremetyevo Airport, who supported the CSKA hockey club. His mother, Luisa Mikhailovna, was a doctor. She worked in the airport's medical service and was responsible for flight clearance.
Despite his passion for sports, Mikhail chose a technical institute after school. In 1989, he graduated from the Moscow Machine Tool Institute (now Stankin Moscow State Technical University) with a degree in systems engineering. Subsequently, he entered graduate school and defended his PhD thesis for the degree of Candidate of Economic Sciences on the topic "The mechanism of state tax administration in Russia". And in 2010 he became a Doctor of Economics.
The politician began his career in the late 1990s at the International Computer Club, a non-profit organization whose goal was to promote the introduction of advanced information technologies in the country. Here he worked his way up from director of the test laboratory to Chairman of the Management Board. The next stage was the State Tax Service. Mishustin was later appointed Deputy head of the service, and then Deputy Minister of Taxes and Duties.
In one of his interviews, Mishustin said that he was invited to the State Tax Service by Boris Fedorov, the former finance minister and presidential adviser on economic issues, when he was still involved in information technology. Mishustin called him his mentor, who gave impetus to the development of a modern tax system in our country. Under his leadership, he worked on information accounting systems and control over the receipt of tax payments.
Economic education and good managerial skills were useful to him in other positions. Over the years, Mishustin was the head of the Federal Agency for the Cadastre of Real Estate Objects, the Federal Agency for the Management of Special Economic Zones, and in 2010 he became the head of the Federal Tax Service (FTS) of Russia, holding this position for about 10 years.
This period was characterized by the improvement of tax administration. In particular, an automated VAT control system was introduced and new electronic tax services were developed, including a system of personal accounts for taxpayers. Digitalization has allowed to increase tax revenues to the budget. The tax burden on businesses has also been reduced and a special tax regime for the self-employed has been introduced.
In early 2020, Mikhail Mishustin was appointed Chairman of the Government of the Russian Federation by presidential decree, with reappointment in 2024. In the program presented in the State Duma, his main tasks were to improve the quality of management, make effective use of the resources available to the government, improve the situation in entrepreneurship and increase the well-being of citizens. In the context of the COVID-19 pandemic, the Prime Minister headed the coordinating council for combating the spread of infection, and also initiated compensation payments to doctors working with coronavirus patients.
For many years of work and achievements, Mikhail Mishustin was awarded the Order of Honor (2012) and the Order of Merit for the Fatherland, IV degree (2015).
Personal life
Mikhail Mishustin is married and has three children. His wife Vladlena Mishustina (born in 1976) is engaged in business and is among the top 10 richest wives of officials according to Forbes. The couple had sons Alexey, Alexander and Mikhail Jr. The older ones received their education at the Bauman Moscow State Technical University, and the younger one studies at one of the Moscow schools and plays hockey professionally.
The politician himself still retains his love for hockey. While still the head of the Federal Tax Service, he joined the supervisory board of HC CSKA and the board of the Russian Hockey Federation. And his younger sister Natalia Stenina (born in 1970) was a co-founder of the Sports Hockey Club public organization. Until 2020, she was married to businessman Alexander Udodov, with whom she organized the club.
