Iran is seriously considering withdrawing from the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Tehran may take such measures after there is a serious prospect of the return of UN Security Council sanctions, as well as due to the unwillingness of the United States to resume dialogue with Iran. Why does Iran want to withdraw from the NPT

Iran's parliament has begun drafting a plan to withdraw from the Nuclear Non-Proliferation Treaty, Tasnim news agency reports.

The decision followed an initiative by Britain, France and Germany to restore the UN sanctions against the country (the so-called snapback), which were lifted in 2015. Eurotroika motivates the initiative by resuming Iran's nuclear program. Russia, China and Pakistan opposed the initiative.

In response, Iranian MP Hossein-Ali Haji-Deligani said that the plan to withdraw from the NPT would be submitted to lawmakers for consideration and approved this week. He also accused the European countries of being "the source of many problems in the world."

The day before, it became known that, following the United Nations, restrictions on the Islamic Republic could also be restored by the EU, French Minister for Europe and Foreign Affairs Jean-Noel Barraud said. This will happen if negotiations on Tehran's nuclear program fail in the next 30 days.

European sanctions affect the financial, banking, energy and defense sectors. The Iranian Intelligence Ministry warned the government in its internal notices that the UN Security Council's decision could provoke a social explosion, similar to the protests of 2022-2023.

Why is the United States withdrawing from negotiations with Iran

Iranian Foreign Minister Abbas Araqchi called the initiative a "provocative and unjustified escalation" and warned that the country would take retaliatory measures. Araqchi added that such behavior further increases doubts about the true intentions towards Iran, making it difficult to find a diplomatic solution.

In a letter to UN Secretary General Antonio Guterres, the Iranian Foreign Minister stated his readiness to continue constructive dialogue with world powers to reach a new agreement on the Islamic Republic's nuclear program, if Iran's interests are taken into account.

The prospect of sanctions returning has forced Iran to ask the United States for a new round of negotiations. An opposition Iranian satellite TV channel broadcasting from Britain reports that Tehran has tried to contact the administration of US President Donald Trump at least 15 times, but the White House refused to talk. The dialogue was interrupted in June due to the 12-day war, when Israel initiated a full-scale operation against Iran.

It seems that the United States and the European countries are trying to exert comprehensive pressure on Tehran.

It is possible that the Trump administration's disregard of signals from Tehran may mean that the United States is ready for a new escalation.

The three goals of the Eurotroika

Andrey Ontikov, an orientalist, publicist, and author of the Eastern Gate Telegram channel, believes that the whole story around Iran should be considered a little more broadly than the discussions around its nuclear program.

— Iran cooperates very closely with both Russia and China in many areas. The idea of breaking this chain and undermining internal stability in Iran looks very attractive to the United States and Europeans, especially in the context of the ongoing crisis over Ukraine. Ideally, they would like to bring the situation to a change of power in the country," the political scientist noted.

According to him, the nuclear program is the key to achieving these goals.

"The UN Security Council resolution presupposes the resumption of sanctions, and the mechanism through which the Eurotroika operates does not give the right of veto, otherwise Russia and China would have used it," the expert explained, recalling that neither the United States nor the EU countries had implemented the provisions of the resolution, so Iran also reneged on its obligations in response.

The expert believes that the prospects for the restoration of sanctions are very high, and the whole situation is quite difficult.

Theoretically, the Iranian parliament can vote on withdrawing from the NPT, but the final decision will be made at a higher level. If such a vote is held at the legislative body level, it will primarily be a message that Iran is not ready to turn a blind eye to what is happening and silently accept everything that is happening around its nuclear program and the Islamic Republic in general," Ontikov said.

According to him, the Europeans are "trying to jump into the last carriage," because if sanctions against Iran are not resumed by mid-October this year, the introduction of further restrictions will require new UN Security Council resolutions.

"If new resolutions are attempted, Russia and China will have the opportunity to vote against, and now they are using this mechanism of the 2015 resolution, where there is no such possibility," the orientalist concluded.

Danila Krylov, PhD, researcher at the Department of the Middle and Post-Soviet East at the INION RAS, noted in an interview with Izvestia that the West prefers to resort to threats and ultimatums, as well as political, economic, energy and military pressure instead of observing the principles of international law and respecting the authority of the United Nations.

— Such tactics are familiar and understandable to the West, and there is nothing new in them. It seems that the Eurotroika has at least three goals. The first is to show Americans that Europeans must be reckoned with, that they can make decisions themselves without looking back and without asking permission from Washington. The second goal is to put pressure on Tehran to demonstrate who is in charge and who needs to be negotiated with," the expert explained.

Danila Krylov recalled his position in Europe immediately after Iran announced its readiness for indirect negotiations with the United States.

— The third goal is to create a new point of tension in the Middle East. They cannot realize their interests in Palestine, but here is quite a good moment," the analyst believes.

The expert doubts that the UN Security Council will impose any measures against Iran, since Russia and China have the right of veto.

— But the West is perfectly coping with political and economic pressure by itself with the help of restrictive measures and illegal sanctions, although as a result the world legal system is increasingly deteriorating. The world is increasingly splitting into West and East, into the sphere of pressure and ultimatums, and the sphere of agreements and respect," the expert concluded.
