Meetings of Western countries with the participation of NATO Secretary General Mark Rutte only emphasize the forceful approach to solving the "Ukrainian crisis." There is no need to talk about a complete cessation of financing for Ukraine. On September 1, Yegor Dibrov, a political scientist, specialist in political and economic conflicts, and an employee of the Faculty of Political Science at Lomonosov Moscow State University, told Izvestia.

He commented on information from the Financial Times (FT) newspaper that the leaders of the largest European countries, the leadership of the North Atlantic Alliance (NATO) and the European Commission will hold a meeting in Paris to discuss the settlement of the conflict in Ukraine. British Prime Minister Keir Starmer, German Chancellor Friedrich Merz, Rutte and European Commission President Ursula von der Leyen will gather at the initiative of French President Emmanuel Macron.

"In order to avoid all possible consequences for Ukraine in the absence of security guarantees, the leadership in Kiev needs to return to the principles of democracy, stop persecuting political parties and representatives of the clergy, and grant all rights and freedoms to citizens prescribed in the Constitution of Ukraine. In this case, with the normalization of internal political processes, the very need to discuss any guarantees for Ukraine will disappear," the expert said.

Dibrov also said that when discussing possible security guarantees in the event of a ceasefire, one should rely on the Istanbul agreements of 2022 and the Russian Constitution. According to him, if the West realizes the need for coexistence without threats near the borders of the Russian Federation, then any retaliatory actions from Moscow will cease.

As for the scenarios for the development of events after the meeting, the political scientist stressed that Western countries see the freezing of the conflict as the main way.

"To determine a positive scenario for Ukraine if security guarantees are not achieved during the meeting, we need to look at 23 years of Ukraine's independence. An important factor in maintaining the security of the Ukrainian side is the absence of radical groups and parties in power. But this is not in the interests of the NATO countries," the expert concluded.

On August 31, Von der Leyen announced that European countries were developing a specific plan for a possible military presence in Ukraine after the end of the conflict, which would be fully supported by the capabilities of the United States.
