The entry into force of the law prohibiting the search for extremist information on the Internet obliges Russians to adhere to three rules, the first and most important of which is to trust only official sources. Anatoly Nikitin, deputy of the Moscow Regional Duma, expert of the Chamber of Commerce and Industry (CCI) of the Russian Federation, noted on September 1.
Since September 1, Russian legislation has tightened the responsibility for searching for extremist information. Now, for intentionally searching for such materials, including using VPNs and other tools to circumvent restrictions, citizens can be fined from 3 to 5 thousand rubles. Fines for promoting VPN services have been introduced separately: for citizens — 50-80 thousand rubles, for officials — 80-150 thousand rubles, and for organizations — 200-500 thousand rubles. Extremist materials include items from the federal list of the Ministry of Justice and those defined by the law "On Countering Extremist Activities."

Nikitin stressed the need to further improve automated content filtering systems and create a transparent procedure for appealing blockages. He also noted the importance of maintaining a balance between ensuring the safety of citizens on the Internet and maintaining access to legitimate information. On July 25, the Federation Council approved a bill on cybersecurity and countering extremism, which provides for fines for intentionally searching for materials prohibited in the Russian Federation and advertising VPN services. During the meeting, Federation Council Chairman Valentina Matvienko stressed the need for active work to explain the draft law to people. She noted that the initiative is aimed at combating extremism and will not affect law-abiding citizens in any way.
