Starting from September 1, 2025, Russian banks will be able to limit the issuance of cash to 50 thousand in two days if employees suspect that they are being withdrawn by intruders. This is evidenced by the content of Law No. 41-FZ, published on the official publication portal of legal acts.
"The organization providing the payment card to the client, before issuing cash from the client's bank accounts <...>, check for signs of cash withdrawal without the client's voluntary consent," the document says.
It is specified that the bank servicing the citizen's card is obliged to verify the operation using a special list of signs of suspicious transactions, which was published on the official website of the Bank of Russia.
On August 30, Chairman of the State Duma Vyacheslav Volodin announced a number of draft laws that will enter into force in September 2025. He clarified that from the beginning of autumn, a set of measures aimed at combating fraudsters will be launched, including the so—called "cooling off periods" when issuing loans. No financial transactions will be carried out during these transfers; the ability to appoint authorized persons to confirm transfers from accounts and receive cash.
