Since the beginning of the school year, the amended rules of the road (SDA) concerning the transportation of minors without a child safety seat will come into force. This was announced on August 31 by the first deputy chairman of the State Duma Committee on Family Protection, Tatyana Butskaya.
"Starting from September 1, changes in the rules of the road will come into force, and it will no longer be possible to transport children in cars without a car seat or booster. All kinds of straps, adapters, frameless car seats <...> are now <...> prohibited for use in a car," Butskaya said in an interview with TASS.
It is specified that for violation of transportation, the fine for individuals will be 3 thousand rubles, for legal entities — up to 100 thousand rubles.
"This means that now you will definitely not see these straps and rags in any taxi car. If this happens, this is a reason to at least make a remark to the driver, and if he ignores you, contact the car park," the politician clarified.
The DEPUTY warned that the use of unsuitable child restraints in a car is dangerous. Even with normal braking, they can cause serious injury and death. Fabric restraints are unreliable, and seat belts are designed for adults over 150 cm tall, which can lead to suffocation or damage to internal organs in children.
"The rules of the road, like many others, are written in blood. Therefore, only car seats <...> can protect our children," she concluded.
Evgeny Moskvichev, Chairman of the State Duma Committee on Transport and Transport Infrastructure Development, announced on August 28 that the State Duma intends to prepare a bill regulating the riding of minors on pit bikes by autumn. He specified that the development is planned to be completed by the autumn session.
