The Government has approved the procedure for determining the cost of tobacco products

The Ministry of Finance of the Russian Federation will set a minimum price for nine types of tobacco products by March 1, 2026. This was announced on August 29 on the website of the Ministry of Finance.

"Starting from March 1, 2026, the minimum price will be set for nine types of products — pipe tobacco, smoking tobacco, snuff, chewing tobacco, and hookah tobacco. In addition, a minimum price will be set for cigars, cigarillos, bidi (thin cigarettes made from unprocessed tobacco leaves with an admixture of herbs) and kretek (cigarettes with tobacco and crushed cloves)," the document says.

According to the content of the resolution, minimum prices for tobacco products will also be set — representatives of the Ministry of Agriculture of the Russian Federation, who are tasked with completing this task by February 1, 2026, will take part in this process.

The signed document will make it possible to implement new standards introduced into the Federal Law "On State Regulation of the Production and Turnover of Tobacco Products, tobacco Products and Raw Materials for their Production", approved in May this year.

In June, State Duma deputies from the Fair Russia — For Truth faction announced their plans to introduce a number of bills to the House of Parliament, including those aimed at a complete ban on the sale of nicotine-containing products. As stated in the explanatory note to the initiatives, if adopted, sellers of vapes and electronic cigarettes may be held administratively liable.

Chairman of the State Duma Vyacheslav Volodin announced on August 23 that the majority of State Duma deputies supported a complete ban on the sale of vapes. According to him, the adoption of the relevant law will take place within the next two months.
