The solution to the problem with traffic jams and high traffic in Moscow may be the introduction of a payment system for each kilometer run. This idea was voiced by Mikhail Blinkin, a member of the Public Council under the Ministry of Transport of the Russian Federation, a researcher at the Institute of Transport Economics and Transport Policy.
"Technically, the capital can already introduce payments per kilometer. Every kilometer of mine can be counted very easily. Conditionally, I drove some distance - and they will give me a bill like for electricity," Blinkin was quoted as saying by the "Paragraph" on August 29.
Fees can be fixed or variable, based on travel time, type of road, and other conditions. With such a system, according to the expert, the total cost of the trip may depend on the congestion of the roads along which the car was moving. For example, the fare will be low at night because there are few cars on the streets. And during rush hour, it's big.
The tariff could depend on the size of the car, the specialist pointed out. So, the driver of an 18-meter truck will pay more, and the owner of a compact Mini Cooper will pay less, because fuel consumption will be different.
Earlier, on August 20, it was reported that the State Duma had developed a bill proposing to allow drivers of motorcycles, mopeds and vehicles carrying people with disabilities and children with disabilities to move along designated lanes for public transport.
