Beglov explained the restrictions on the work of migrants in St. Petersburg

Restrictions on the work of migrants in some areas in the northern capital are related to the focus on creating jobs for Russian citizens. This was announced on August 28 by the Governor of St. Petersburg, Alexander Beglov.

According to him, the changes are due primarily to the need to focus on their own staff within the agglomeration. This decision was jointly made at the Coordination Council of St. Petersburg and the Leningrad Region.

"We also need foreign workers, but in certain industries where it is necessary for the city and the Leningrad region, where our economy needs it, where their benefits will be maximized. And we welcome such migrants who comply with our laws and help us develop our economy. But we are putting things in order in the field of migration," Beglov said on 78 TV channel.

He stressed that the restrictions would apply only to those migrants who work under a patent. At the same time, there are not many visitors who want to work in a taxi, the governor added.

"From July 2024 to May 2025, more than 200,000 patents were issued in St. Petersburg, of which only 2% were in the profession of a car driver," Beglov concluded.

On August 11, the Governor of St. Petersburg signed a decree restricting the recruitment of foreigners to work as couriers. The information department of the city government clarified that this decision is aimed at combating shadow employment, improving the quality and safety of services in the courier sector, as well as creating new jobs for Russian citizens.

In July, Beglov banned migrants from working in taxis. A three-month transition period is provided for employers, during which they will be able to terminate existing employment relations and attract new employees.
