The number of individual entrepreneurs (IE) in education registered in Russia has increased by 42% in three years. Analysts of the Kontur project told Izvestia about this on August 28.Focus", which conducted research in this area.
"In the field of education, the share of entrepreneurs is actively growing, and on the contrary, there are fewer legal entities, both public and private. IP works most of all in the field of additional education for children and adults, and the most active increase in IP is noted in school education. Other interesting details," the study says.
According to analysts, the number of companies in the field of education increased by 11.49%: from 175.9 thousand participants in August 2022 to 196.1 thousand participants in August 2025, in three years the industry has grown by 20.2 thousand players.
Most of the education sector is occupied by budget organizations — 114.4 thousand participants, but in three years their number has decreased by 3.31%: from 118.3 thousand to 114.4 thousand — the segment has lost 3.9 thousand players. There are also fewer private educational institutions that are registered as legal entities: in three years, this segment has decreased by 7.49%: from 1081 to 1000 companies, losing 81 participants. On the contrary, there have been more entrepreneurs in the field of education in three years — by 42.84%: from 56.5 thousand. Individual entrepreneurs in August 2021 reached 80.7 thousand in August 2025, the segment grew by 24.2 thousand participants.
If we talk about the share of each segment, then most of the industry is occupied by budget—funded educational organizations - they account for 58.32% of the market share (-8.93% by August 2022). Sole proprietors are in second place with 41.17% (+9.03% by August 2022), and private educational organizations are in third place, which occupy 0.51% of the market share (-0.10% by August 2022). Most of the budget—funded, private educational organizations and sole proprietors work in the direction of "Additional education for children and adults" - 90.9 thousand participants. The number of organizations and entrepreneurs in this segment is increasing year by year, and in three years the growth has amounted to 36.22%.
In second place in terms of the number of participants is "School Education", where 40.3 thousand organizations and sole proprietors operate, while in 3 years they have decreased by 2.42%.
Preschool Education ranks third in terms of the number of participants, with 33.8 thousand players. In three years, this trend has decreased by 7.35%.
In fourth place is "Additional Adult Education", where 16.1 thousand participants work, in three years they have decreased by 1.56%.
Driving Schools are in fifth place with 5.8 thousand participants, with 4.37% fewer in three years.
"As we can see from the study, entrepreneurship continues to actively develop in the Russian education sector. But if earlier the majority of sole proprietors chose the direction of additional education for children and adults, now the segment of school education is also growing," the analyst of the Kontur project explained to Izvestia.Focus" by Veronika Skorokhodova.
According to her, this can be attributed to several factors. One of them is the growing popularity of family education: parents often choose online platforms for their children, and many have become accustomed to this format since online classes became the norm during the pandemic. The second is the trend towards private education and an individual approach: there are more and more parents who seek to send their child to a school with a small number of students, where, in addition to basic education, there will be clubs, sections and other additional services. There is also a growing demand for highly specialized schools, such as language, IT, chess, and others.
At the same time, as the expert noted, the number of budgetary educational institutions is decreasing. There are also reasons for this — rural schools with a small number of students are being closed or enlarged, and this trend, as Skorokhodova suggested, will continue. She also clarified that there is currently a trend towards the consolidation of higher education institutions, when two universities are combined into one in order to bring it to a new level and receive more funding.
According to a study conducted by SberAnalytics specialists, which was reviewed by Izvestia on June 27, Russian youth with sole proprietors prefer doing business in the field of education. The number of entrepreneurs under the age of 35 who provide training and education services, as well as leisure activities, is 26%.
On June 20, Russian President Vladimir Putin, in his speech at the plenary session of the St. Petersburg International Economic Forum (SPIEF) 2025, said that Russia should enter the top 20 countries in terms of business conditions.
