Starting from September 1, 2025, changes will come into force in Russia that will provide teenagers with new opportunities for work. This was reported to Izvestia on August 31 by the experts of the accounting department for business "My Business".
According to Federal Law No. 63-FZ of April 7, 2025, minors from 14 to 18 years old are now allowed to work on weekends and holidays exclusively during the summer holidays. However, employment conditions will be strictly regulated. According to Mikhail Kiselyov, a deputy of the State Duma, 90% of teenagers express a desire to earn extra money during the holidays, but 41.5% of them do it illegally. The introduction of new regulations is aimed at legalizing such work.
The main changes relate to the ability to work on weekends, but only if several conditions are met. Employment is possible only through the employment service or as part of student groups. In addition, restrictions remain in place: night work, overtime hours, and business trips are prohibited. The working hours for minors remain the same: no more than 24 hours per week for teenagers under the age of 16 and 35 hours for older ones.
"For employment, an extended package of documents will be required: passport, SNILS, INN, medical certificate and parental consent for employees under the age of 16. The employer is obliged to arrange a medical examination at his own expense and annual examinations until the age of 18," the experts said.
Special attention should be paid to the registration of employment contracts. It is important to remember that probation is prohibited for minors. Employers cannot appoint teenagers for internships without an employment contract, and they may also face administrative fines from 30,000 to 80,000 rubles for violating the law.
"It is important for entrepreneurs to remember that mistakes in the registration of minors are more expensive than it seems. These are not only fines, but also reputational risks. It is safer for businesses to check the letter of the law in advance and use services that help automate calculations and notifications," experts from Moy Delo Accounting for business say.
The new opportunities that are opening up for teenagers are especially relevant for seasonal industries such as services, retail, and promotions. Proper registration of labor relations not only solves personnel problems, but also gives teenagers a chance to gain their first professional experience.
On August 28, Moscow Mayor Sergei Sobyanin announced during a meeting of the city pedagogical council in Gostiny Dvor that salaries and salaries of teachers in the capital will increase significantly from September 1. He drew attention to the fact that the quality of teachers' work also depends on how the city takes care of them and solves financial security issues. Irina Kaklyugina, head of the Moscow Department of Education and Science, in turn, clarified that the salary increase for school teachers in the capital would average 24%.
