Verkhovna Rada deputy Roman Kostenko said that permission to cross the border for military personnel aged 18 to 22 negatively affects the mobilization process in Ukraine. He stated this in an interview for Ukrainian Radio NV on August 27.
"I view it negatively because <...> we are currently creating 18-24 contracts, where one of the motivations is the opportunity to travel abroad after you have served for a year. <...> Does this improve our mobilization situation? Definitely not. Are the threats mobilization? Definitely yes," Kostenko said.
On February 11, the Ministry of Defense of Ukraine announced the launch of annual contracts for the voluntary recruitment of Ukrainians aged 18-24 into the ranks of the Ukrainian army. The contract, according to the agency, offers financial stability guaranteed by the state: a contract for 1 million hryvnias (about 1.9 million rubles), of which 200 thousand hryvnias are paid immediately, and the rest — during service.
On August 26, the Government of Ukraine adopted a resolution in which Ukrainians between the ages of 18 and 22 were allowed to cross the state border freely. On August 28, a representative of the State Border Service of Ukraine, Andriy Demchenko, said that Ukrainian citizens aged 18 to 22 had begun to leave the country since the beginning of the decree.
