Marketplace sellers urged to limit discounts on foreign-made goods

Marketplaces should limit the amount of discounts on foreign-made goods to stimulate demand for domestic products. This proposal was made by Artur Gafarov, Director of the Institute for the Development of Entrepreneurship and Economics, at the press conference "Digital Platforms and Entrepreneurs - what is left out of regulation?".

According to Andrey Pasinkov, president of the Association for the Support and Development of Online Commerce, "at the moment, the marketplace decides for itself who to give preferences to and how much, which is market manipulation and support for unequal conditions between sellers." "Thus, it is not the seller who determines how and for how much to sell his goods, but the marketplace, with its discounts, forms the selling price of the goods. And the seller has no way to predict either his income or sales volume," he confirmed.

According to industry representatives, the law on the platform economy, adopted in July 2025, was only the first step towards comprehensive regulation of online commerce. In the future, it is necessary not only to finalize legislation, but also to build a system of self-regulation, within which marketplaces will be able to control and limit their investments in promotions and discounts, market participants believe.
