In the Sverdlovsk region, they found a shortage of funds for major repairs of apartment buildings. Some residents are forced to undertake restoration work on their own and risk being sued. It is currently being investigated where the money disappeared to. Izvestia correspondent Alexey Poltoranin told the details of the situation.
Hundreds of buildings are waiting in line for repairs, some of them will have to wait a very long time. When asked about the timing of major repairs, Alexander Bragin, Director of the Department of Housing and Communal Services of the Yekaterinburg city administration, recommended contacting a regional operator. According to him, all the work is carried out in accordance with the regional program.
Some of the buildings were built in the first half of the 20th century. Apartments located on the upper floors of such houses flood during precipitation, buildings and roofs turn into a sieve. Residents are forced to cover the floor with a film, put containers for liquid accumulation and wait for work for an indefinite amount of time.
According to the documents of Olesya Bogatova, a resident of Nizhny Tagil, major repairs will have to be expected in the period from 2027 to 2029. At the same time, the corresponding figures are recorded only on paper. Due to the negative budget balance, the city has no plans for repairs either this year or next year. It is noted that the financial hole reaches 1 billion rubles.
"Officials are currently guilty of misuse or inefficient use of funds, as well as the inability to establish transparent work in the management system of capital repairs," said Natalia Kubasova, a lecturer at the Financial University under the Government of the Russian Federation.
Work with houses in the Sverdlovsk region is organized by local administrations, which form a list of buildings. The program itself is executed by the Capital Repair Fund. Stanislav Sukhanov, General Director of the regional fund, confirmed the imbalance of the program. According to him, some types of work should have been divided into goals, but they were put in a complex for one period of time.
As a result, the authorities are engaged in reshaping the capital repair program. Against this background, some houses were excluded from the plan, repairs in some buildings are postponed for almost 20 years. The prosecutor's office drew attention to the established deadlines.
"The adoption of 86 acts of prosecutorial response in the field of capital repairs of houses contributed to the organization of repairs of more than 100 apartment buildings, the restoration of the rights of 1.5 thousand citizens," follows from the official response of the department to a request from Izvestia.
So, the overhaul of the monument house in the center of Yekaterinburg was scheduled for the beginning of 2040. However, in the summer, the prosecutor's office stopped the officials' amateur activities, as the building needs urgent repairs. In winter, the roof collapsed under the weight of snow, and one of the residents named Mikhail repaired the roof at his own expense. At the same time, local officials sued him because the work in the memorial house had not been agreed in advance.
"There was nothing left to patch up, the beams were all rotten. Due to the fact that the overhaul was not done on time," said Mikhail Rogozhnikov, a resident of Yekaterinburg.
The postponement of repairs was also observed in the village of Gorny Shield near Yekaterinburg, where two years ago new communications, roof and facade had to be installed. It is noted that the brickwork can collapse at any moment, and the communications in the house are also dilapidated. Last fall, residents independently raised money to replace a burst pipe.
In response to the relevant information, Sukhanov clarified that there was a problem with the roof in the building. According to him, the Capital Repair Fund cannot do anything without the decision of the prosecutor's office on the house. The roof was hastily sealed with foam, but the method will be in effect until the first heavy rains.
Earlier, on July 31, it was reported that a third of the Moscow region implemented a program of major repairs of apartment buildings. It was specified that by the end of 2025 it is planned to repair more than 4 thousand buildings. It was also noted that since 2014, about 19 thousand houses have been completely renovated in the region.
