Ex-head of the medical center of the Ministry of Defense Kuvshinov was arrested in a fraud case

The former head of the Federal State Budgetary Institution "9th Medical and Diagnostic Center" of the Russian Ministry of Defense, Major General Konstantin Kuvshinov, was arrested on charges of embezzlement of more than 57 million rubles, which were allocated for the purchase of medical equipment. This was reported on August 26 by TASS with reference to the case file.

"To institute a criminal case against Konstantin Eduardovich Kuvshinov, Major General of the medical service, under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale")," the text of the document says.

According to the investigation, in 2022, the military medical organization signed a contract with Delrus and TDA-Service companies for the purchase and further supply of equipment totaling about 100 million rubles. After that, Kuvshinov conspired with Igor Ignatov, deputy head of sales at Delrus, and Alexander Khotsin, commercial director of TDA-Service, to artificially inflate prices for medical equipment. The defendants divided the funds received from the frauds among themselves.

It is noted that Kuvshinov served as the head of the LDC from February 2019 to May of this year. Prior to that, he served as deputy head of the Main Military Medical Directorate of the Ministry of Defense.

The Major General is currently in custody for further criminal proceedings. Businessman Vladimir Bogdanov was also arrested, and an unregistered weapon was found in his possession during a search.

On July 17, a court sentenced the former deputy head of the Main Directorate for Innovative Development of the Russian Defense Ministry, Major General Vladimir Shesterov, to six years in a penal colony in the case of embezzlement of Patriot Park funds. It was clarified that he was fined 500 thousand rubles. He also pleaded guilty to embezzlement and entered into a pre-trial cooperation agreement with the investigation.

Shesterov was detained in August 2024. According to the investigation, he was involved in the embezzlement of budget funds that were allocated to ensure the operation and functioning of the Patriot Park and the convention and exhibition center. On July 8, the Major General's criminal case was sent to court.
