A bill on providing annual payments to families with children before Knowledge Day, September 1, has been submitted to the State Duma of the Russian Federation. The relevant information was published on the portal "Legislative Support Systems" on August 25.

According to the published information, payments will be provided to those families where there are children studying in the territory of the Russian Federation in basic educational programs, which include primary, basic general and secondary general education, full-time students of secondary vocational and higher education.

On August 16, Professor Vadim Vinogradov, Dean of the HSE Faculty of Law, announced that from September 2026, an annual payment will be made for families with two or more children, which is a refund of a portion of the previously paid personal income tax. It will be provided if there are children in the family who have not reached the age of majority, or persons under the age of 23 who are enrolled in full-time education programs.
