The ban on gasoline exports for all market participants was extended as part of compliance with antimonopoly legislation, in addition, the Ministry of Energy was instructed to monitor the situation on the oil products market in order to maintain a price balance in the retail segment. This was announced on August 25 on the website of the Government of the Russian Federation.

The relevant documents were made public following a meeting of the headquarters on the situation on the domestic market of petroleum products, which was attended by Russian Deputy Prime Minister Alexander Novak, deputies of the State Duma and representatives of the Ministry of Energy, the Federal Antimonopoly Service, the Ministry of Agriculture, the Ministry of Transport, the St. Petersburg Stock Exchange, and oil companies.

"The parties discussed the current situation on the oil products market during the period of increased summer demand. <...> issues of compliance with antimonopoly legislation in terms of its retail implementation. <...> Currently, there is a ban on gasoline exports for all market participants, which will be extended," the report says.

It is specified that the meeting also discussed the terms of supply and the cost of fuel in certain regions and its sale to representatives of the agricultural sector during the harvesting campaign. At the same time, according to information provided by the Ministry of Energy, prices for gasoline and diesel fuel on the St. Petersburg Stock Exchange are currently declining due to increased sales and timely shipment of fuel in the regions. In addition, gasoline supplies to agricultural producers are proceeding normally.

"Novak instructed the Ministry of Energy to monitor the situation on the oil products market in order to reliably supply the domestic market with fuel and maintain a price balance in the retail segment. The Ministry of Economic Development has been instructed to analyze the parameters influencing the formation of retail fuel prices," the text says.

On July 28, the Russian government approved a decision to temporarily restrict gasoline exports for all market participants until August 31, 2025. This, as specified, was necessary to maintain stability in the domestic fuel market.

On August 14, the press service of the Russian Government reported that Novak supported the Ministry of Energy's proposal to extend the embargo on fuel exports, and also highlighted the need to maintain its sales level in sufficient volumes. The ministry's message noted that currently the domestic market of the state is fully supplied with fuel.
