From September 1, Russians will be able to connect a "second-hand" service to protect themselves from fraudsters. This was announced on August 25 on the website of the Central Bank of Russia.

"Control over banking transactions can now be entrusted to a relative or friend, who will have the right to confirm or reject money transfers if they seem suspicious to him. At the same time, the assistant will not have access to the account and the right to independent operations," the message says.

It is specified that such a measure will protect the most vulnerable citizens, primarily pensioners, from fraudsters. The "second-hand" service will also strengthen parental control over the money transfers of teenagers, who often find themselves involved in dropping schemes.

It will take 12 hours from the moment of notification to confirm or reject a banking transaction. The service connection can only be initiated by the client himself. Each bank determines the activation method of the service independently. If the customer wants to cancel the service, the bank will be obliged to disable it within 24 hours. Such a cooling period will reduce the risk of disabling the "second-hand" service under the influence of fraudsters.

The mechanism applies to money transfers, including those using bank cards, to transfers through the Fast Payment System, as well as to cash withdrawals.

On August 21, the Central Bank of Russia introduced new rules for withdrawing cash from ATMs to avoid fraudulent activities. Thus, the Central Bank of the Russian Federation has compiled a list of nine signs of fraudulent cash withdrawal operations. If the operation meets at least one of the criteria, the bank will immediately inform the customer about it and for 48 hours will impose a temporary limit on cash withdrawal at the ATM — up to 50 thousand rubles per day.
